When evaluating a student with a potential reading disability, it is important look beyond the tests and “consider the impact of the classroom and instruction on the student’s performance” (Daly, Neugebauer, Chafouleas, & Skinner, 2015, p. 8). As students with exceptionalities learn new skills, they move up an “instructional hierarchy,” and special education professionals can use this hierarchy to determine the best place to start with interventions for a student struggling with reading. Furthermore, special education professionals look at potential barriers or “stumbling blocks” that may interfere with the progress of the literacy interventions. Analyzing this information helps guide special educators during an evaluation for a potential reading disability and in the selection of effective literacy interventions.
For the first part of this Assignment, you will analyze the instructional hierarchy and the stumbling blocks. For the second part, you will create a literacy resource list that provides information about where to find literacy information for students with exceptionalities as well as literacy interventions.
To prepare:
Reflect on the instructional hierarchy for reading progression. Think about students with exceptionalities you have taught (or are currently teaching) who struggle with reading. Where do they fall on the instructional hierarchy for reading progression? What types of interventions have you implemented to support their learning based on those level(s)?
Consider the 5 Stumbling Blocks to Effective Consultation. How many have been barriers in your school setting and/or your professional practice related to literacy and literacy interventions?

Part 1: Instructional Hierarchy
Write a paper that:
Analyzes the four tiers of the instructional hierarchy for reading progression from the perspective of your experiences with a student or students you have worked within your school setting. For each tier, explain the following:
At least one evidence-based literacy intervention or instructional strategy you would implement to support the student(s) in each tier. Be sure to include a rationale for your selected interventions or strategies.
At least one stumbling block that might be avoided with the implementation of this intervention or strategy
Explains at which tier on the hierarchy you have seen students with exceptionalities struggle the most. In your explanation, explain the barriers in your current school setting ( elementary education) with regard to instruction and intervention for this tier and the stumbling blocks noted by the course text. Then, recommend at least one additional intervention or strategy that all teachers in your school could implement to support students with exceptionalities at this tier.
Part 2: Literacy Intervention Resource List
Create a resource list with at least seven resources that provide information on literacy and literacy interventions for P–12 students.
For each resource, include the following:
An APA citation
A 2- to 3-sentence explanation of the information within each resource and how it helps support P–12 student literacy and literacy instruction
Attach your Literacy Intervention Resource List as an appendix to your paper.
