Introduction

The most effective leadership style for superiors at criminal justice organizations to employ is the autocratic leadership style. This is a leadership style where all the decision of the organization solely depends on an individual, which is necessary during a crisis or emergency (Woodard, 2017). In the case of the 1992 Los Angeles Riots, there are lots of channels and chains of commands to be followed before releasing the police officers. For, example, the decision to the deployment of troops was delayed because the decision was to be made between Governor Wilson, General Thrasher, Mayor Bradley, Sheriff Sherman Block, Police Chief Daryl Gates, and CHP Commissioner Maurice Hannigan (Lu, 2017). Both individuals had different ways of viewing the riot, and this led to the massive destruction of properties. Law enforcers should be taught ways of the creative and active problem-solving process by involving other members of the society to know the root cause of the problem, rather than using force or officers in solving the problem. For example, in the case of the 1992 Los Angeles Riots, after the police beat Rodney King, there was unrest that started in Los Angeles (Lu, 2017). Instead of involving the community leaders in solving the problem, the criminal justice department is busy gathering officers, ammunition, and other gadgets to fight the rioters.

The use of body cameras by police officers while conducting their duty helps reduce instances of discrimination and improve transparency. For example, in the case of the rioting in Los Angeles, if the police who are facing charges of beating Rodney King could have had a body camera, the beating incident could not have occurred, and this could have stopped any violence (Lu, 2017). Implementation of technology in communication helps in the passage of the communication process. For example, the deployment of the police officers took time because the leaders had poor communication strategies and channels.

How to Account for Obstacles Hindering the Organization from Addressing the Problems and Recommendations

Criminal justice has a mandate of ensuring that the problem is amicably addressed. However, the department might face various hurdles in implementing its mandate. Therefore, the department must ensure that it has a clear chain of command for easy decision-making in times of emergency (Lu, 2017). Financial resources are essential in ensuring that necessary technologies are adapted to enhance transparency and delivery of work by the officers. The law enforcers should be subjected to training on how to handle the rioters without harming them or further destroying their properties.

Explain How The Organization Could Implement And Uphold The Recommendations

Upholding and practicing the recommendations made above requires the corporations of both the community and the criminal justice department. The initial laws allowed for the forces to exert force where necessary to restore peace. However, new policies have to be enacted to prohibit excessive use of force and champion the use of dialogue in solving community problems. Training of the officers is very necessary for ensuring that they all understand the rights of citizens and to enable them to treat everybody equally. Strengthening the relationship between law enforcers and the community forms a fundamental basis for curbing violence in the country. Therefore, the organization should ensure that there is no form of discrimination in enforcing the stipulated laws on citizens.

Impact Of Budgetary Constraints In Implementing The Recommendations

Any organization can never function well without enough financial resources. The criminal justice department needs enough money allocation to purchase ammunition and perform other activities within the forces. Lack of enough financial resources derails such activities as training, payment for the officers, and purchase of other essential resources like vehicles. This may derail the ability of the forces to respond to an emergency, or crisis quickly.
