There was an increased debate on whether to withdraw the American military forces from Iraq since they were the ones who were behind the war that was in Iraq that lasted for five years. The war emanated from an announcement of a Shiite-Kurd coalition that was against the powerful Sunni Minority which the United States considered to be unworthy since they stated that they would form a cross border of Shiite alliance that would form a very powerful between Iranian and the Iraqi religious hardliners. The other reason why Iraq was invaded was that they wanted to ensure that all weapons that were with the Iraq people were destroyed as they brought about mass destruction during the reign of Saddam Hussein who supported terrorism.

The Americans stated that they would end the crises that were as a result of a planned full-scale merger of two countries that had hardliner who was known as Shiite-Kurd coalition that was against the rulings of the Sunni Minority that brought about differences between the two countries such as highly resilient and tenacious resistance that was as a result of internal ethnic, religious and political divisions among the parties in Iraq and United States of America.

The military that was to be withdrawn were 465,000 troops who were stationed in Iraqi territory and 194,800 troops who were fighting in the Joint Iran-Iraq friendship zones that were along the Eastern Iraq border and also 86,000 troops that were stationed in the semi-autonomous Kurdistan. Jeanne Bush the Whitehouse Press Secretary stated that the troops would be withdrawn after a period of two to three weeks in the year 2005.

United States government stated that it wanted to withdraw the military troops since they had passed a Supplementary spending bill that showed the importance of withdrawing the troops or not. President Bush banned the bill in the year 2007 and afterward, the proponents that wanted the bill passed changed their mind since they had established a benchmark that was geared towards dealing with President Bush himself and his advisors.

The role played by the government actors in determining the nature and presence of the military in Iraq

Pepe Escobar was a government actor in the United States of America stated that the military had to be withdrawn from Iraq as they were hindering effective delivery of services to the customers hence no growth and development would be practiced in that country. He also stated that the war between Iraq and the United States of America as a result of the Iraq oil law that had brought about controversies between Americans and the Iraq people.

As of 2003 people in Iraq wanted the war to continue since the Americans wanted to utilize the natural resource that was in Iraq since its one of the richest countries because it produces oil that is a natural resource that is highly demanded by the residents of the world. But as of 2004, it was established that the residents of America wanted the war to end since they realized that war was affecting business within the organizations. By the year 2007, most of the residents of America had found it favorable to end the war as it had affected growth and development within the United States of America and Iraq.

There were large coalitions that were established to overcome the invasion that was occurring in Iraq such as the United for Peace and Justice (UFOJ), Act NOW to Stop War and End Racism (ANSWER), and Not in Our Name (NION), their objective was to immediately withdraw all the United States troops so that war would end immediately.

A Burner plan was established so that it would be used to assist in developing a plan of how the war would end and also ensure that the actions were not repeated in the future.

The roles of John Keny and president George bush in determining the nature and the presence of the military in Iraq were that; John Keny suggested that he would withdraw all the military in the United States from Iraq once he became the president of the country, although he did not offer a timetable of how this objective would be achieved within the period he would be in office. He also stated that he would ensure that he would hire more military forces that would ensure that the security was maintained within the United States of America geographical boundaries. John Keny in his statement stated that he would ensure that war would increase the number of the military since he had observed that war did not bring in any benefits to the countries at large ( Avant, I. Z. 2005).

On the part of President George Bush, he stated that he would not give a guideline of how the operations of the country or of either increasing or decreasing the number of the troops that would end the war in Iraq since he stated that it was the Commanders of Iraq obligation to determine the number of troops that were to be needed within the military forces.

The other government actors that determined the nature and presence of the military were Jon Murtha who stated that the United States military forces in Iraq are deployed as soon as possible to overcome the evasion that came from the troops in the neighboring countries such as Kuwait. In the year 2006, the representatives of the house stated that they would ban any party that did not abide by the ruling of not withdrawing the troops from Iraq. John Boehner a republican of the United States of America stated that imposing the withdrawal of the troops was necessary as both countries needed to ensure that they overcame their differences and forged ahead to bring about development within the country.

In the year 2007, Congress instructed that the United States of America be withdrawn from Iraq by March 2008. President George Bush did not appreciate the move since he failed to honor the agreement of ensuring American troops were withdrawn since he banned the bill that was meant to address this issue. Another resolution that was enacted in the year 2007 was that of demanding the troops to be withdrawn from Iraq which was honored since after a short period of 120 days most of the troops had been withdrawn from Iraq ( Avant, I. Z. 2005).

Former United States senator George Mc Govern and William A. Polk the director of the University of Chicago center of the Middle Eastern Studies published a book proposal that was meant to address the effects of the having military and the effects that they brought to the country and it had recommendations of how to overcome the evasions in the future.

The following information was contained in the proposal that was published were; sending home the first soldiers who were hired under the private security contractors, international stabilization forces of 15,000 soldiers would be hired. The other issues that were addressed by the proposal were that transport, communication, and flight services that were been used by the United States forces would be donated to the multinational forces so that immediate would be taken to end the war that was existing between the two countries(Anderson, B. 2006).

The United States Congress passed a motion that was meant to authorize war since Iraq was known for acts of violence that were occurring due to the bad leadership practices of Saddam Hussein. The resolution was meant to ensure that the Iraq people abandoned the strategies of delaying evasions, on compliance of law since they were violating the human rights of the people and later on complied with the Security Council of ensuring that terrorism was not repeated within the country.

The impact that was noted due to the war was slow economic development within the country; a high inflation rate was experienced since no development was taking place due to political instability within the countries. There was massive destruction of property such the country needed a lot of money to restructure the country back to the way it was before they were been led by Saddam Hussein who conducted evil acts against the citizen of Iraq (Anderson, B. 2006).

Good governance is paramount in any country as it brings about growth and development within the countries. This is because if Saddam Hussein was a good leader he would have brought about prosperity within the country. It is, therefore, necessary for an organization to implement strategies that can bring about development within organizations.
