Policy can be many things including, but not limited to: laws put in place by national, state, or county/city governments; practice guidance (best practices) suggested by international or national organizations working in the field; and policies/practices adopted by organizations such as non-profits, coalitions, etc. For example, a set of rules related to the behavior at school can be named the school policy, and it defines how students should react to various situations. As those norms were established by an organization, they can be called policy; therefore, its creator needs to be an official figure. For example, rules set by parents at home are not a policy as they were not approved by outer sources.

A person interested in gaming usually faces a privacy policy agreement, which requires following certain rules such as not sharing the games data. According to Kingdon (1984), policymaking can be considered as a combination of processes such as finding an agenda, the definition of alternatives, the selection of one among the directions, and its implementation. However, policy creation and conformation are not easy as changes in various spheres need to be made and set goals achieved.

The US policy has changed a lot since the beginning of the American government until today. All of the 46 Presidents of the United States had their policies, which they considered to be the best way of developing the country. An example can be presented as Barack Obamas science policy as this sphere improved a lot during his presidency. Wright (2020) states that nearly two months after Obamas inauguration, he instructed executive departments and agencies to increase the number of researchers in the US and broaden the scientific examinations. However, it took 20 months before all the procedures were set in place because the government had other upcoming changes by that time as well. Obamas science policy includes development in engineering, climate change, and science education. Social welfare is one of the core elements of every presidents policy as it makes people equal and provides them with the needed help (Day, 2013). Hence, the policy relates to all spheres of peoples lives and provides a change in them to make life protected and equal.
