Background Information
You are the Airport General Manager of a medium hub airport (you are welcome to name your airport) which focuses on domestic point to point traffic but also has ten international flights a week to the Caribbean. In 2023 the airport served 6 million passengers, there were 150,000 aircraft operations and 90,000 tons of cargo.
The airport has:
a 7500-foot CAT II runway
a terminal with 18 gates
5000 surface parking spaces
Ticket counter and baggage claim areas that are always busy
One FBO
A 5000 square foot cargo building with 2 aircraft parking bays
Over the last few years, the airport has been experiencing capacity issues. The current airlines that service the airport have expressed an interest in adding additional flights over the next few years but are concerned that the airport cannot handle the additional traffic. A flight school is also considering moving their operation to your airport.
Your Task
As the Airport General Manager, you are responsible for the strategic planning and master planning for the airport. You are very busy and do not have the time or expertise to develop a new master plan in house; therefore, you have decided to use an outside consulting firm to develop your master plan. Your task is to develop the scope and terms of reference for the Request for Qualifications (RFQ). More specifically you must be very detailed in describing the expected contents of the Master Plan that you expect the chosen consulting firm to produce with respect to the background, framework conditions, aims, scope of work and the specific activities you expect to be carried out in the planning work.
